Organization

The Western-Harju Partnership NGO was established on 9 June 2006. The Local Action Group originally comprised four municipalities – Kernu, Nissi, Padise, and Vasalemma. In 2009, Keila municipality joined the Local Action Group; in 2014, the city of Paldiski joined. Despite the administrative-territorial changes in 2017, the area of the West-Harju Cooperation Group did not change.

The area of the Lääne-Harju Cooperation comprises Lääne-Harju municipality (Paldiski, Keila, Vasalemma, Padise) and partly Saue municipality (Kernu and Nissi).

Our organization

The name of the ancient parish of Vomentaga, which covered the territory of the later parishes of Keila, Harju-Madis, and Risti and part of the parish of Hageri, was adopted on the web address to designate the Lääne-Harju Cooperation Group area. This historical administrative unit is a common part of the West-Harju Cooperation Region.

The operational area covers an area of 1 084,1 km² and has a population of almost 19 thousand inhabitants (as of 2024).

The area’s proximity to Tallinn is both a driver and a constraint. The proximity to the capital means that services and goods are easily accessible, but the local motivation to develop services is therefore more modest.

Main strenghts of the region

The area is an attractive and integrated living and visiting area in north-western Estonia, with a diverse natural (seaside, small islands, forests, marshes) and cultural heritage (manors, churches, monasteries).
Services are generally readily available in the local centers of attraction, with proximity to Tallinn compensating for what is lacking.
Infrastructure is good, making the area as a whole easily accessible.
There have been positive developments in several areas.
There are several active communities in the area that contribute to the development of the living environment.
