Mission

The mission of the Western-Harju Partnership is to develop North-West Estonia in cooperation with organizations and communities and, in particular support the initiatives that promote the region.

Vision 2027+

North-West Estonia is a valued region for living, doing business, and visiting.

The Western-Harju Partnership NGO strategy addresses specific objective no 8 of the EU’s Common Agricultural Policy (CAP) 2023-2027.

Promote employment, economic growth, and gender equality, including women’s participation in agriculture, social inclusion, and local development in rural areas, including the achievement of a circular economy and sustainable forest management.

Objectives

Five actions are planned to achieve the vision. The structure of the actions is similar to the previous strategy period, as the region’s population continues to value a good living environment, thriving communities and diverse businesses. As an innovation, a social objective has been proposed, with a corresponding measure to be financed from a separate source.

Objectives are:

  • LEADER cooperation – common good practices and well-known North-West Estonia
  • Living environment – a safe and tidy living environment
  • Strong communities and organizations
  • Entrepreneurship – diversified business and on-site services
  • Social domain-Socially involved population

At the international level, primarily cooperation is foreseen:

  • The Baltic Sea Project or other funds- are aimed at rural food producers, and ecotourism, promoting the bio-economy of food, tourism, businesses, and communities.    
  • 5 Star Nature + continuous project – Development of the North-West Estonian Geopark and services for accessible tourism businesses and small producers.
  • Food, tourism, and social sector projects with previous project partners or other interested parties.
  • Internal security, environmental sustainability, active rural youth, women-led innovations in agriculture and rural areas, and the Smart Villages concept reflecting modern trends, have been added to the areas supported.
